Transformation Leader

For the last year, Bill has been helping the Department of Work and Pensions set up and successfully implement standardized risk management and assurance policies, governance, process/standards, tools and training across the entire Technology organization.   He is now working on starting a couple of new businesses.

From late 2012 to mid 2016, Bill was the Director of Worldwide Delivery and SVP of Technology and Business Development for Phluidmedia, Inc., a digital media and business analytics start up based in London; planning and delivering client digital strategies and managing major client/supplier relationships for large scale, integrated Network/IT platforms in Brazil, Turkey, China, Russia, and the USA.

From the latter part of 2008 to late 2012, Bill was a Vice President within the BT Design organization (joint Network/IT team), leading/supporting the definition and implementation of Operations Trouble to Repair and Lead to Cash best practices across the BT Operate and Global Services divisions, including client Digital strategies/tactics.  Accomplishments include re-building their Proactive Assurance models for Networks and IT, a complete IT infrastructure rebuild, and removing half of the Operate division’s costs.

From the middle of 2006 to the latter part of 2008, Bill was a part of TPG Capital’s executive-in-residence program, assisting them with due diligence concerning new investments in the Network/IT, MSO and ISP space, as well as helping present investments improve their revenue and cost positions.  Key projects completed include implementation of an IPTV platform and business in South Korea, and operationally managing transformation at 10 different communications companies across the globe.

From the second half of 2004 through the middle of 2006, Bill supported Telstra Communications Limited efforts to stabilize and expand its IP & Data organization, processes and platforms as GM of the relevant team, and in turn assisted in developing and launching Telstra’s core network and IT transformation efforts as VP of the associated engineering team.  Accomplishments included rebuilding both engineering organizations and their inter-relationships with upstream and downstream groups, replacement/retirement of Telstra’s traditional data platforms, and building an integrated IP Core/IT infrastructure for both consumer & business customers.

During 2003 and the first half of 2004, Bill provided consulting services to a variety of telecommunications and IT equipment vendors, component makers, service providers and Venture Capital firms, including product development reviews/roadmaps, product/service positioning and pricing with service providers, and cost-effective application of next generation platforms and services.

From 1998 through 2002, Bill held various executive leadership roles for Qwest Communications International, charged with definition, development and implementation of Qwest Network Planning, Engineering and Technology Management activities across all Qwest products and services. Major accomplishments here included planning and deployment of the 24,500 mile Qwest Nationwide Network and the transport, voice, data and IP service layers it supports, and the US West merger.

Before Qwest, Bill held several supervisory positions at AT&T between 1990 through 1998, charged with all planning, engineering and operations support functions for Voice, Data, Wireless and Broadband products and services.  Key accomplishments during this time included AT&T’s 800 portability implementation efforts, and establishment of the AT&T Network Operations Center Data Services support.

Bill is a UK and US citizen, holds a Bachelor of Science in Chemical Engineering, University of Washington, 1984, with concentrations in Systems Design and Automation, and a Master of Business Administration, University of Washington, 1990, concentrations in Finance and Information Systems.
